Background
The tsunami and earthquakes in Aceh and Nias brought destruction and internal displacement at a large scale. Settlements are presently being rebuilt from scratch, but also many settlements adjacent to destroyed areas are expanding, as they have taken up displaced people in large numbers. UNDP / UN-Habitat’s Aceh – Nias Settlement Support Programme (ANSSP) is seeking qualified organizations to conduct case-study research on the transformation of the affected settlements, in order to better target further assistance in community rebuilding.
Outcomes
Case studies shall map (track) one particular community or neighborhood preferably in a peri-urban location. This excludes clearly rural communities and complex inner-city neighborhoods. Each case study makes policy recommendations for community rebuilding.
Key Issues
The case studies should look at issues of clustering and integration, or disintegration, of survivors in new neighborhoods or communities, inclu ding of hosted families in host family neighborhoods.
Possible drivers of change may include kinship and wider social ties, access to livelihood and work, landownership, tenure security (ownership, renting, and land status) and access to social amenities. Research may collect data on house building, funding of housing expenditures, land use, usage of built-up spaces.
Time Plan
The studies will be completed within 3 months, after starting in February-March 2006.
Budget
The lump sum cost of one study shall not exceed US$ 10.000 (all-in, inclusive of taxes and expenses). One organization is allowed to submit proposals for more than one case study, but UN-Habitat reserves the right to select (the) preferred proposal(s).
Proposal Format
Interested organizations shall provide one proposal for one case study. The proposal documents consist of maximum 5 pages outlining capabilities, objectives, tasks, deliverables, time line, staffing, lump sum cost and cost break down and bank account details of the organization, in this order. Attached are the organization profile and research experience statements, and CV’s of the researchers quoted in the proposal (2 pages per CV). All formatting is on A4.
Language
The proposal is in English. Reporting is preferably bilingual, but reporting in Bahasa only is permitted.
Selection Criteria
After pre-selection based on the requirements of this call, final selections will be based on 70% quality and 30% cost.
Submission deadline
Closing date for submission of the proposal is January 15th 2006. Email submissions shall be made in one single zip-file.
