Possible Laws-of-War Violations as State Battles Islamists in South

(Aden) - Yemeni forces may have killed dozens of civilians in unlawful attacks while fighting an Islamist armed group in southern Abyan province since May 2011, Human Rights Watch said today. The militants in Abyan, called Ansar al-Sharia (Partisans of Islamic Law), may have unlawfully placed civilians at risk by deploying in densely populated areas and engaged in looting and other abuses, Human Rights Watch said.

Grad Rockets Fired Into Residential Area

(Misrata) - Libyan government forces have launched indiscriminate rocket and mortar attacks on residential neighborhoods in the rebel-held city of Misrata, Human Rights Watch said today. One strike, apparently by a Grad rocket, killed at least eight civilians waiting in line for bread. Another attack, apparently with a mortar round, hit a medical clinic, wounding four others.

Human Rights Groups Urge Further Steps on Bahrain, Yemen

(Geneva) - The United Nations Human Rights Council's decisive action on Iran and Cote d'Ivoire sends a clear message that ongoing violations in those countries should end, Human Rights Watch said today. The council agreed in its session ending on March 25, 2011, to establish new mechanisms to increase scrutiny of human rights conditions in both countries.

Late Saturday night, history was made in New York. Every member of the UN Security Council raised their hand to support a resolution condemning the gross violations of human rights in Libya. They all voted not only to impose sweeping sanctions on Libya's rulers but to refer the entire ongoing situation in Libya to the International Criminal Court (ICC) for investigations into possible crimes against humanity. (more...)

There have been few, if any, abuses by the police in the city of Zuwara, 109 kilometers west of Tripoli, during and since its takeover by anti-government forces a week ago, Libyan citizens and foreign workers from the city told Human Rights Watch. They said the police had not tried to suppress a series of anti-government demonstrations, and that police from Zuwara sided with the protesters, while police not originally from Zuwara had left the city.  (more...)

(London) - The African Commission on Human and Peoples' Rights should impose immediate measures on the Libyan government to end the massive human rights abuses occurring throughout the country, the Egyptian Initiative for Personal Rights (EIPR), Human Rights Watch, and INTERIGHTS said today. The three human rights organizations submitted a joint request to the commission on February 24, 2011, asking it to act on Libya during its meeting in Banjul, Gambia, which began on February 23. (more...)

The estimated death toll from four days of protests in cities across Libya has risen to at least 233 according to information from hospital sources in Libya, Human Rights Watch said today. From Benghazi, staff at Al Jalaa hospital said they recorded 50 dead on February 20, 2011, while the 7 October hospital reported another 10 dead the same day, giving a total of 60 killed in Benghazi on February 20. This raises the overall death toll from protests in five Libyan cities to 233 since February 17. Human Rights Watch was unable to contact two other hospitals in Benghazi. (more...)

(New York) - The resignation of President Hosni Mubarak of Egypt shows the power of peaceful protesters who stand up to authoritarian rulers, Human Rights Watch said today. Mubarak's departure is a historic moment that should mark the transition to a rights-respecting democracy if the military high council, which has been handed power, keeps its promise to protect the gains of the protest movement. The military should also protect protesters and other activists against reprisals by security forces. (more...)

Juwono Sudarsono's Keynote Remarks at the Joint Symposium on ASEAN Peacebuilding organized by Paramadina University and Harvard University at Paramadina University, Jakarta.
I congratulate Paramadina University and Harvard University for jointly organizing this timely symposium. It is fitting that we gather in this symposium on peace-building December 10 on the 60th anniversary of the Universal Declaration of Human Rights. For when we talk about post-conflict resolution and peace-building we must ultimately talk about human rights in all of its five dimensions: civil, political, economic, social and cultural. As the United Nations Human Rights Summit in Vienna in June 1993 aptly stipulates, those five dimensions must be integrated, inseparable and proportional in their implementation in all countries, regions and continents throughout the world. While acknowledging the universality of the Declaration, the Vienna Summit also recognized the imperative to take into consideration the “ region specific” as well as the “historical and cultural context” of human rights in each country. After all, the true meaning of human rights__and indeed of peace and justice__can only have relevance within a particular ground level national and cultural context.

Secretary Clinton announced the launch of the “Secretary’s Innovation Award for Women’s and Girls’ Empowerment” this morning during remarks at the Summit on Entrepreneurship. Funded by the Rockefeller Foundation, the Innovation Award seeks to find and bring to scale the most pioneering approaches to the political, economic and social empowerment of women and girls around the globe.

The award is part of the State Department’s continuing emphasis on public-private partnerships, and is administered by its Office of Global Women’s Issues. The award, and the office, is founded on the premise that the major economic, security, governance and environmental challenges of our time cannot be solved without the full participation of women at all levels of society. The Rockefeller Foundation, as part of its mission to expand opportunity and promote more equitable growth, seeks to identify innovative approaches that can be scaled to address these challenges.

In response to wide-spread floods and landslides in East and Central Java, CARE has distributed 1,200 sachets of water purifying solution to affected families in four sub-districts in Central Java.

The distribution was done in connection with a rapid assessment conducted by a CARE Emergency team in Solo, Central Java with support from KOMPIP, a local NGO.

More than 130,000 people have been affected by the flood in both provinces, with 50,000 people displaced and occupying temporary shelter provided by the local government and private institutions while the rest are forced to stay in their neighborhoods as the access to exit their villages is cut off by flood waters.  (more...)

On Thursday July 5, 2007, 18 journalists from different TV stations such as TVRI,RCTI, SCTV, Indosiar, Trans TV, Metro TV, and TPI departed to the US to participate in 6 weeks workshop in Ohio University, Athens, Columbus, USA. The chosen journalists are those with years of experiences in reporting conflict areas.

Before coming to the US, the journalists have joined 6 days workshop in the Faculty of Social and Political Sciences, University of Indonesia. These series of workshops are held through cooperation between CERIC, Ohio University, US State Department, Communication Department University of Indonesia, and The Alliance of Independent Journalists Indonesia. (more...)
